Rangavalli is a way to express the inner feelings of Paramatma in line with the scriptures. Bhumi is thought of as a vigraha of Laxmi Varaha Rupa Bhagavan. Like how we do our nitya puje to vigraha, it is cleaned, using water and "gomaya" to bring in the purity. Then Rangavalli powder is used as a "vastra"/dress by using dots-lines corresponding to woof and warp of the cloth. Using them skillfully, it can represent His unseen controlling powers behind everything that He creates. This can be done in many ways with the number of dots corresponding to the axaras in each "nama mantra"-s like 5, 6, 8, 12, and so on or to represent the broad aspects that are material cause of the universe, or the seasons, vidya, and so on. Thus each Rangavalli is unique and special and becomes a "pratima" of Bhagavan. 

The decorations using colors, especially "red mud" is seen as "jewels" abharana-s.
Like how every dot has several granules, Paramaatma is the indweller of every atom in this world and like how the lines connect, so does He connects everything in the universe.
